Identifying and Ranking the Needs and Life Priorities of Civil Servants Pension Organization Retirees with a Focus on Healthcare Services

Introduction: The increasing number of retirees and elderly in Iran, as the population shifts toward middle and old age, has always been a concern for policymakers in meeting the needs and providing appropriate services for this demographic group. This study aims to identify and rank the life priorities of retirees from the Civil Servants Pension Organization, with a focus on healthcare services.
Method: This research employed a survey method using a researcher-made questionnaire. Through a review of domestic and international comparative studies, key health-related needs and services for retirees and the elderly were identified, leading to the development of relevant indicators. Five key indicators were established, validated through expert review and statistical reliability tests. The study population included all retirees from the Civil Servants Pension Organization, with a sample size of 1,200 selected via Cochran’s formula and stratified sampling based on provinces.
Results: The results indicated that the priority of healthcare needs among respondents was very high, while access to these services was significantly lower. A notable gap existed between the prioritization of needs and their actual availability. So that the level of needs with a mean of 3.35 was higher than the mean access to services with a mean of 2.61 (P = 0.000). Additionally, access to services varied across social groups, with significant disparities observed among different demographic segments.
Conclusion: Economic and social support policies for the elderly play a crucial role in improving their well-being. The significant gap between needs and access to services must be addressed in policy-making and implementation programs targeting the elderly population.
