Identification and Classification of Life Priorities of Retirees in the Civil Servants Pension Fund with Emphasis on Family Needs

Introduction: The global elderly population is increasing at an unprecedented rate(1). the share of people aged 60 and above is expected to rise from 12% (about 900 million) in 2015 to nearly 22% (around 2 billion) by 2050. In Iran, as the population structure moves toward middle and older age, meeting the needs and ensuring the well-being of retirees has become a major concern for policymakers. This study aims to identify and categorize the life priorities of retirees covered by the Civil Servants Pension Fund, with a special focus on family-related needs.
Method: A survey research design was employed, using a researcher-designed questionnaire as the primary data collection tool. Based on national and international comparative studies, seven major indicators of family-related needs and services were identified. The questionnaire’s validity and reliability were verified through expert evaluation and statistical testing. The study population included all retirees affiliated with the Civil Servants Pension Fund. According to Cochran’s formula, 1,200 participants were selected through simple quota sampling across various provinces. Data were collected via telephone interviews.
Findings: Data were analyzed at two levels:1. the perceived importance of needs and services, and 2. the actual level of access to them. Results showed that retirees placed a high level of importance on most needs, while their actual access was significantly lower. A considerable gap was found between perceived priorities and actual access, with meaningful differences across social groups.
Conclusion: The present study showed that there is a significant gap between the family needs of the elderly, so policies to develop family needs services and strengthen economic and cultural infrastructure are necessary to improve the quality of life of the elderly in Iran.
